Captain Smith has over 35 years experience in maritime operations working in such areas as port management, port operations, vessel traffic management and port security. After sailing in the merchant marines and working in the offshore oil industry, Captain Smith entered the United States Coast Guard, where he spent over 25 years working in a variety of assignments. His last assignment was as Chief, Maritime Security Strategic Planning and Requirements Staff. Prior to that assignment, Captain Smith was Coordinator of the Coast Guard’s Maritime Homeland Security Integration Team, created to integrate the Coast Guard’s operational efforts after September 11, 2001. Captain Smith’s Coast Guard assignments include serving as Commanding Officer, Officer in Charge of Marine Inspection, and Captain of the Port - Marine Safety Office Mobile and assignment as the Deputy Associate Director of Maritime Security Policy with the Secretary of Transportation’s Office of Intelligence and Security. It was in this latter assignment that he co-authored the publication Port Security: A National Planning Guide and compiled the publication International Perspective on Maritime Security. After leaving the Coast Guard, Captain Smith worked with SRI International serving as the Deputy Director of SRI’s Center for Maritime and Port Security (CMPS) where his responsibilities included serving as Program Manager for a $36.5 million government contract to develop a Comprehensive Maritime Domain Awareness System. Later Captain Smith headed strategic development efforts for SRI’s Marine Technology Program in St. Petersburg, Florida. Captain Smith is currently the Managing Member of Sextant Strategic Consulting, LLC.
Captain Smith holds a degree in Marine Transportation from the U. S. Merchant Marine Academy. In 1984 he received a Masters Degree in Administrative Science from Johns Hopkins University in Baltimore, Maryland and in 2001 a Masters of National Security Strategy from the National War College in Washington, DC. Captain Smith is a Doctoral Candidate at the University of Phoenix where he is working on his Doctor of Management in Organizational Leadership.
